| To qualify under the Quebec Skilled Worker Program, applicants are required to demonstrate their ability to become economically established in Quebec. Applicants' personal data is assessed in two stages. The first stage of assessment is the preliminary selection. The counselor (immigration officer) does a preliminary assessment of all of the factors to be considered in the final evaluation except those that must be evaluated at interview. There are three ways for an applicant to obtain points under the Employment factor. Applicant must have:
If applicant passes the preliminary stage they are assessed against the second set of factors. Each factor is allotted a maximum number of points. Applicant must obtain at least 70 points (65 points if they are not married) in order to qualify for a Quebec Certificate of Selection. The following factors are assessed: EDUCATION. Applicants are awarded up to 17 points under the Education Factor. EMPLOYMENT. Applicants are awarded up to 15 points under the Employment Factor. (The ways to receive the points are provided at the beginning of the page.) EXPERIENCE. Applicants may receive up to 10 points under the Employment Factor. ADAPTABILITY. Applicants are awarded up to 31 points under the Adaptability Factor. AGE. Applicants are awarded up to 10 points under the Age Factor. LANGUAGE SKILLS. Applicants are awarded up to 23 points for the Language Skills. SPOUSE'S CHARACTERISTICS. Applicants are awarded up to 17 points under the Spouse's Characteristics Factor. CHILDREN. Applicants are awarded up to 8 points under the Children Factor. FINANCIAL AUTONOMY. Applicants are awarded 1 point if they satisfy the minimum criteria under the Financial Autonomy Capability Factor. If applicant does not score points under the factor they are automatically refused.
