To qualify under the Quebec Entrepreneur Category, applicant must have at least three years of management experience in a lawful and profitable agricultural, commercial or industrial business. The definition of "Management Experience" that is strictly followed by counselors means the possession of effective full-time experience in:
- business planning;
- direction and control over material resources and finance; and
- in some cases, over human resources other than responsibility for training, apprenticeship, and specialization leading to a diploma.
The applicant is required to create, acquire or manage in Quebec an agricultural, industrial or commercial enterprise which will immediately employ at least three Quebec residents (other than the applicant and accompanying dependents) on a full-time and permanent basis.
Alternatively, the applicant may participate as an associate in the management and daily operations of an agricultural, industrial or commercial enterprise which will immediately employ at least three Quebec residents (other than the applicant and accompanying dependents) on a full-time and permanent basis.
Unlike the Federal program, Quebec entrepreneur applicants must successfully defend a business plan during a selection interview which outlines the feasibility and relevancy of the project to Quebec. The selection interview is typically preceded by a preliminary market visit to Quebec by the applicant.
The counselor determines whether or not a business project is feasible based on such factors as the particular industry; the market; the products or services; business strategy; organization and planning; the business location; the financial information; the general information in the file and others.
Applicant can be awarded up to 30 selection points for the factors:
- applicant's understanding of the Quebec market;
- exploration of the market;
- financial resources; and
- feasibility and relevance of the project with regard to the needs of Quebec.
Applicant must score minimum 28 points for the Personal Qualities factor or the application will be refused.
Once applicant is approved and receives a Quebec Selection Certificate, the application is submitted to the Federal immigration authorities for the police, security and medical verifications. Once the checks have been completed and the visa office has determined that the applicant is not inadmissible, Immigration Canada issues an immigrant visa.
A Quebec Entrepreneur immigrant visa is also accompanied by mandatory terms and conditions.
